A Needham resident seeks to establish two committees to address safety and recreation issues.
Two citizen’s petition articles will appear on Needham’s Oct. 29 special Town Meeting warrant—one seeking to create a bicycle and pedestrian advisory committee and the other seeking to create a rail trail committee to study the town’s two section of unused railroad right-of-way. Both articles were submitted just under the deadline of 5 p.m. on Tuesday, Sept. 18 by Ridgeway Avenue resident Thomas Connors and have been certified by the town clerk's office. Though the fall special Town Meeting article received approval, the board was split on the issue at their meeting on Tuesday, Oct. 11.
Along with considering the purpose of the fall special Town Meeting, selectmen gave their support for several articles on the warrant Tuesday night, including one adopting the Stretch Energy Code in the town of Needham. While the measure won the board’s approval, it was by a vote of 3-2, with selectmen James Healy and Dan Matthews voting against it. If approved at the Nov. 7 special Town Meeting, the article (currently Article 12 in the draft version of the warrant) would require builders in town to follow the Stretch Energy Code—a somewhat stricter version of the state’s building code that strives for better energy efficiency for new homes and those undergoing major renovations. Michael, there is no misunderstanding on my part. To clarify: MA communities must adopt the 2012 base code within one year of publication. Communities that have not adopted the current stretch code can vote to adopt the next edition stretch code.
