Thursday May 3, 2012 10:03 Framingham Patch 10:04 Framingham Patch: CFO speaking -- requirement for sprinkler building -- if you have completed a certain amount of work -- and dollar threshold - that number is about $3.5 million .. we are getting close to that threshold .. we need to design before we install it.
The $50,000 is to design the system
we still will have to construct
and then design will be ready when we cross the threshold to meet code Thursday May 3, 2012 10:04 Framingham Patch 10:05 Framingham Patch: if we change the capacity of hold many people in this hall for rental .. that would require a need for sprinklers.. As to the electronic voting: I think we should have both. If a vote in needed then we use a hands vote and electronic. If it's just for the wide margin votes we don't have to wait to see how we voted. There is no need to have to watch these votes unless their is a dispute, which is why we have the eletronic voting right? Everything will then be on record. So if we can walk and chew gun at the same time it shouldn't be a problem to simultaneously hand vote and to eletronic vote at the same time. Then we can just go on with the meeting without interuption. Joe Rizoli

As to the Parking garage. I voted against it but I wanted to speak but to many people wanted to "move the question" Here is my say: I went down and took pictures of the Garage. WHY wasn't pictures shown in that request for monies? I really didn't see how big that garage was until I went there today. My vision for that garege now that I been up close. Why can't the police store some of their vehicles there since they do take up a good portion to the Memorial parking lot and the side street, William J.Heights? If the Police don't want to park there then we really have a problem. If a police presence is there with stored and parked vehicles then we can feel confident that we can FIX the Building, We can have it protected by gang rif raff and spray painting that is there now. That is the ONLY way this building is going to be really of use to Framingham. It really is a big building and if sometime in the future some great revitilization takes place this building can be used to its full potential. Right now it is slowly falling apart and is fullfilling what is called the "Broken Windows Syndrome" The back side has gang paintings, windows broken and boarded up, and back stairs rusting dangerously away. Of course putting a Dunkin Donuts neaby would enhance the police presence, hehehe. Anyway, that is the only way this builiding is going to be salvaged in the future. You can have a gold mine or a gold bust here. Joe Rizoli

Joe: Good point a photo slide show of the garage would have been helpful at Town Meeting. And I agree the police cruisers and other vehicles do take up about a third of that parking lot and the employees at town hall take at least another third, so it would be great to free up some spaces for residents to park. IMO, a compromise for Town Meeting should have been to set up a revolving fund - I know we have a lot of those - but the money collected from the monthly passes would be put into a fund to be used to maintain the garage ...

Would take a lot of revolving to meet that 400k plus to fix the place. I really think we need to push a business plan to bring in some restaurant or other big business in that area. I mean a real concentrated effort because that garage is going to turn into a nightmare if it continues to rust and crumble. Joe Rizoli

Actually the amount requested at Town Meeting was: Pearl Street Garage repairs - $233,911
